Make Standard size blanks smaller

if getting thousands of pieces this charge will not apply and we will cut to size instead of trimming blanks

Tolerence on cuts is +/- 1/16" and cuts must be at least 1/4" i.e. we cannot cut 1/8" off a stock blank
